Personality:
In a nutshell: oh my god issues everywhere, brave little soldier boy, HOLD ME.
Not in a nutshell? Okay, here goes.
Sam Winchester is...well, first of all, he's intelligent. You don't get into pre-law in Stanford for nothing, after all. He's the brains of the Winchester brothers, and can usually be found with his head in a book. Or researching stuff on his laptop. He totally deserves being called a geek by his elder brother Dean because, well, he is.
He's also more emotional, more empathetic, and somewhat more open than his brother. Where Dean is blunt, Sam is often concerned. Not to say he won't be blunt or sarcastic or pissy or even bitchy and insensitive if he feels like it (see: the conversation between Sam and Dean about hell and Ruby: "You first, how was hell? Don't spare the details."), or even secretive (see: keeping the fact that he dreamed Jess's death before it happened, sending college applications, not telling Dean that he's slowly going nuts at first after the wall in his head breaks), but out of the two boys, Sam is the one most likely to ask if someone's okay or if he could do anything for them, the one most likely to get a little personally involved with the victims, and the one most likely to spill his feelings over something. This has gotten him a lot of jibes from Dean, the jerk.
He's also somewhat optimistic, to the point where he believes in the best for some people. This should be good, really, since he's a hunter and hunters seem to usually be somewhat cynical at least (if not outright evil or psycho or something), but when you consider that Sam's a bit of a freak too, well, you'll understand why he tries to reason with Max, one of the psychic kids, even though Max had, by that point, killed two people. Not only that, but he's willing to forgive, as shown when he calls out to Castiel, the angel who brought down his mental wall and let loose the memories of hell on him (something that will drive him nuts), and tells him that, despite everything, he still considers Cas "one of us".
Sam is also pretty damned stubborn and, at times, tries his best to be independent. He's a Winchester, it's kind of a given. Sure, he's the good cop of the Winchester boys, but if you'll remember, he's stubborn enough that he sent college applications in secret and walked out on his dad, his brother, and the hunting life to go to college, have his own life (didn't go so well). His stubbornness comes in handy a lot of times, but there are also other times when it's a disadvantage. Keep in mind, this is also the guy whose sole reason, at first, for getting back into hunting was to get revenge for his girlfriend.
Speaking of revenge, yeahhh, Sam has a lot of issues. He's usually the calm, rational one, but if it gets really personal? If Dean's life is endangered, if someone screws with the people he loves? Expect no mercy on his part. He will track you down and kill you, even at the cost of his life. Or his soul. He will be obsessed with whatever it is, and will probably forget to eat or sleep if his body didn't periodically remind him or something. Or if Dean wasn't around.
He also has guilt issues! Fun, really. He has this little thing about people dying on him, especially his loved ones or people that he sympathizes with, that make him feel so incredibly guilty about it, even if he couldn't have done anything, even if it was too late to save them. And it gets even worse when he is the one at fault--he can forgive others, but he can't exactly forgive himself. (To paraphrase a quote, from season 4: "You can't punish me more than I'm punishing myself." As a note, this is after he was manipulated by Ruby into breaking the last seal and freeing the devil himself from hell.)
Oh, and let's not forget: despite being freaking smart (hello, pre-law at Stanford), sometimes Sam can make some really rash decisions. Trusting Ruby and Meg, for one thing, happens to be among the top candidates, though the former was dangling (or will dangle) the prospect of saving Dean from hell in front of him, and he didn't even know the latter was a demon till he saw it. He can be impulsive at times, even gullible, and occasionally lets his anger rule him. And like I said, he has a lot of anger issues.
But at the same time, Sam is a good person. Sure, he's practically a ball of issues, mental and emotional, and sure, he's a big freak, but he's a kind man, in the end.
...and honestly, I'm surprised I got this far without even talking about how important Dean is to him. At this point in time, they're all each other has in this world: their father, mother, his girlfriend(s) and a lot of their allies are dead (or otherwise unable to help), their angel Castiel is in a catatonic state in a mental facility (something Sam feels a little guilty about), and their father figure Bobby Singer is also dead. Dean has basically raised Sam from infanthood--hell, at this point, he's still wearing the necklace Sam got him, what, sixteen years ago? They're each other's weakness, and at the same time, they're each other's strength. Hell, Zachariah even describes them, in season five, as "psychotically, irrationally, erotically codependent".
So, yeah. Sam Winchester, in a nutshell, is a good person with a lot of issues that he needs to work through. Also, he's codependent on his brother and recently released from the nuthouse, so enjoy his freaking out a little, whoops.
Evilities: Oh, my god.
So, at this point, Sam is pretty much an ordinary human, save for all the stuff that comes with being a hunter, like knowledge of Latin, rituals, monsters, occult stuff like that, as well as skill with firearms, knives, swords, and general weaponry, plus some hand-to-hand combat thrown in as well. And then there's the less-than-legal abilities, at least on Earth, like picking locks and impersonating authority figures. He's a hunter, you guys, of course he'd know those things.
What most hunters don't have, though, is the demon blood. I won't bore you with the details, but needless to say, Sam has demon blood in his veins, and therefore a lot of fun abilities (that are now long-dormant), like premonitions, telekinesis, and immunity to most demonic abilities in his world. When he drinks demon blood (which he hasn't done in a very long time), those abilities are boosted, to the point where he can exorcise a demon with his mind and, if he's drunk enough, actually kill them as well.
The above, however, doesn't really apply anymore, because drinking demon blood happens to be the fantastic equivalent of a really addictive drug, at least for Sam. So basically, in terms of levels, he's probably somewhere around the low double digits, but slightly higher than most.
Also he has an anti-possession tattoo, and holds the dubious honor of once being Lucifer's true vessel. I told you his life sucks.
Inventory: The clothes on his back, his laptop, Ruby's special demon-killing knife, a sawed-off shotgun filled with salt rounds, and a bunch of fake IDs and credit cards. And a can of rock salt, not that it will be much help.
